The House agreed to a motion moved by Mr Quilty, That it be an instruction to the Committee that they have the power to consider a New Clause to amend the Road Safety Act 1986 to provide that certain offences against that Act and the Road Rules do not apply in certain cases where one vehicle is exceeding the speed limit to pass another vehicle.
