    That all the words after “That” be omitted and replaced with the words “this House refuses to read this Bill a second time until the Government implements the animal welfare recommendations from the Economy and Infrastructure Committee’s report on the Inquiry into the impact of animal rights activism on Victorian agriculture.”.
