It describes the process for preparing and finalising an explanatory memorandum and the purpose of an explanatory memorandum. It also sets out examples, information and tips about how to write clause notes, including information about how much detail is required and the expectations of the Scrutiny of Acts and Regulations Committee. The guide contains a template that instructors should use to prepare an explanatory memorandum in the correct format and style. The change from SAI Global to LitSupport/TIMG takes effect from 1 January 2019. From 1 January 2019 copies of the latest authorised version of current principal, public Acts and Statutory Rules will be available to purchase online via print on demand through the Victorian Legislation website, which will then direct the user to the LitSupport/TIMG website to prepare the order. Reprints will no longer be produced, as the latest, current versions of authorised legislation will be available to print in hard copy. Customers can also order and purchase legislation in person at the TIMG Bookshop, Level 10, 575 Bourke St, Melbourne Vic. 3000. Free delivery is provided in the Melbourne central business district. Queries can be directed to: LitSupport/TIMG service desk: (03) 8621 6767 or Email: VICLegislation@timg.com What does 'latest authorised version of current principal, public Acts and Statutory Rules' mean? Latest version = only the latest authorised version is available for purchase; when a new version is uploaded, the previous versions will no longer be available for purchase (however they can still be viewed and downloaded). Authorised version = the authorised PDF of legislation can be purchased, but not the unauthorised version (Microsoft Word version). Current = only current legislation can be purchased. This is due to the limitations of the website (only authorised versions have the 'Buy printed copy' button) and the large number of older files that are not print-ready and thereby unsuitable to print on demand. Principal, public Acts and Statutory Rules = Principal public Acts and Statutory Rules in the Law Today database are available to purchase, but not the majority of local and personal Acts. This is because the majority of local and personal Acts are not yet authorised (authorising is progressively undertaken as resources allow). Government Gazette
